Maryland Licensed Qualifier Requirements
In Maryland, contractor licensing is regulated primarily through the Maryland Home Improvement Commission (MHIC) , which operates under the Maryland Department of Labor. The core requirements for a Maryland Licensed Qualifier include:
Pass the MHIC Licensing Exam
To qualify for a Maryland Home Improvement Commission (MHIC) license, the designated qualifier must pass the MHIC licensing exam administered through PSI Exams. The exam is a 2.5-hour open-book exam, and requires a score of at least 70%+ to pass, with a $63 exam fee.
Most applicants don’t know this, but MHIC offers free licensing workshops for applicants on how to obtain alicense, as well as separate workshops specifically on filing Guaranty Fund claims.

Meet the Experience Requirement
Maryland requires applicants to have at least 2 years of verifiable construction or trade-related experience, or comparable education approved by the Commission. Accepted experience may include:
- Residential or commercial construction
- Renovation projects
- Apprenticeships
- Permit-based repair work
- Community construction programs.
The state may also accept supporting documentation such as W-2 records, contractor verification letters, apprenticeship records, or trade school education combined with field experience.
Financial Solvency Requirements
Maryland places strong emphasis on financial responsibility during the licensing process. Applicants are typically required to submit financial documentation, including personal financial statements, credit reports, bank statements, and asset-to-liability reviews. If the Commission determines additional financial security is needed, a surety bond or indemnitor may be required. For applicants who don’t meet financial solvency requirements, they typically need at least a $30,000 surety bond. Bond amounts can range from $30,000 to $100,000, depending on the applicant’s financial profile and risk level.
Insurance Requirements
Historically, MHIC applicants needed to maintain a minimum of $50,000 in general liability insurance coverage. However, effective June 1, 2024, Maryland law now requires all home improvement contractors to maintain general liability insurance of at least $500,000. The insurance policy must remain active at all times, be submitted during the licensing process, and stay current for license renewals.
Business Entity Requirements
When applying under an LLC or corporation, Maryland requires the business entity to submit formation and registration documents. This may include
- Articles of Incorporation or Organization
- Certificate of Good Standing
- Trade name registration, if applicable
- Maryland business registration documents.
Out-of-state companies operating in Maryland must also register their business entity with the state before conducting licensed work.
Guidance Through the Maryland Contractor Licensing Process
Step 1: Determine if You Need an MHIC License
Maryland requires an MHIC license for contractors performing residential home improvement work valued at $500 or more. Commercial-only contracting and new home construction are regulated separately.
Step 2: Register for the MHIC Licensing Exam
Before applying for the actual license, the qualifying individual must register for and pass the Maryland Home Improvement Commission exam administered by PSI Exams.
Step 3: Submit the MHIC License Application
Once the exam is passed and supporting documents are prepared, the contractor submits the official MHIC license application along with required fees, insurance certificates, financial documents, identification, and business registration paperwork. Some of the common pitfalls we see in applications include: incomplete financial statemnts, missing business registration, missing insurance certificates, information with wrong effective dates. Step 4: Pay State Licensing Fees
Maryland requires contractors to pay licensing fees and contribute to the state’s Guaranty Fund during the application process. The Guaranty Fund is designed to help protect homeowners against contractor misconduct, fraud, or incomplete residential work. The current application fee is about $281, plus a $100 Guaranty Fund assessment and $22.50 processing fee for new applicants.
Step 5: MHIC Application Review and Approval
After submission, MHIC reviews the application for completeness and to ensure eligibility. The approval process generally takes about 2–3 weeks if all documents are properly submitted. Once approved, the contractor receives an MHIC license and can legally advertise, bid, and perform residential home improvement work throughout Maryland. Its important to note that Maryland has an expedited licensing process specifically for military vets and their families.
Step 6: Maintain and Renew the License
MHIC licenses are valid for 2 years and must remain in active status with continuous insurance coverage. Maryland currently does not require continuing education for standard MHIC license renewals.
